JOB SUMMARY
Administers the Carroll County Public Schools' MDOT driver candidate training, testing, and certification program. Develops training programs for COMAR-required pre-service and in-service driver and assistant training. Responsible for formal observations and evaluations of all school vehicle drivers (once every two years for approximately 350 drivers). Designs and delivers specialized training for special needs and post-accident requirements.
ESSENTIAL JOB FUNCTION
Directs and administers the school vehicle driver training and certification program for the school system, ensuring compliance with federal, state, and local transportation safety regulations while exercising discretion in program design, implementation strategy, and continuous improvement.
Designs and oversees the district's annual in-service training framework, determining instructional priorities, delivery methods, and compliance timelines rather than primarily conducting instruction.
Develops long-range program goals and operational plans for driver training and certification, aligning transportation safety initiatives with district risk management objectives. Develops classroom instructional curriculum in accordance with federal D.O.T. and COMAR standards for school vehicle driver and assistant trainees
Monitors and evaluates performance of contract drivers, providers, trainers, or external partners involved in driver training services and recommends corrective action when standards are not met.
Develops and maintains a driver records retention system for all required documentation (pre-employment training and drug testing, annual physical examinations, in-service training, formal observations, criminal background checks, MDOT driving records)
Monitors and oversees the vehicle maintenance program for the school system's "white fleet" (non-school bus vehicles) and is a critical member of the tri-annual school bus inspection program.
Provides guidance for statewide school bus driver training, drug testing, and safety program development.
Other duties as assigned.
MINIMUM REQUIREMENTS
A high school diploma or equivalent with excellent personal driving record and outstanding communication and training skills.
Meets Motor Vehicle Administration and Maryland State Department of Education requirements for school vehicle drivers. Must possess a "Class B" Maryland Driver's License with passenger ("P"), air brake, and school bus ("S") endorsements.
Certification as a School Vehicle Driver Instructor by the Maryland State Dept. of Education will be required after hire.
Have at least three (3) years of satisfactory experience as a school bus driver in Maryland. Five years preferred.
Ability to develop good working relationships with school bus contractors and drivers.
Must be highly organized with excellent time management skills and ability to provide both classroom and behind-the-wheel training.
